Notes of the Meeting of Monday 4th January 2021
Held online 7.30pm
Due to the COVID-19 pandemic, Government restrictions on travel, public meetings & social
distancing placed on all residents of the UK, all Parish Council meetings will be held online, as
granted in new legislation, valid until May 2021.
Present: Cllr Spivey - Chair, Cllr Shilling – Vice-Chair, Cllr Adams, Cllr Bevan, Cllr Mercer, Cllr Goodall, Cllr
Noon, Clerk & RFO.
01.21 APOLOGIES FOR ABSENCE – None.
02.21 TO RECEIVE COUNCILLORS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM
ACT 2011 – non received.
03.21 TO APPROVE AS A CORRECT RECORD THE NOTES OF THE MEETING OF THE COUNCIL HELD ON 2nd
November 2020.
It was proposed seconded and Resolved: That the notes of the meeting be approved as a correct
record and signed by the Chairman.
04.21 CHAIRMAN AND COUNCILLOR COMMENTS/UPDATES ON ANY MATTERS OUTSTANDING FROM
THE LAST MEETING AND RESOLVE AS NECESSARY.
Cllr. Bevan made enquiries regarding a policy adopted prior to lockdown March 2020. The clerk
reported that she was awaiting any protocol changes, as they emerge, with appropriate stationary
yet to be received. Cllr. Shilling reported that he had completed the East Midlands Community Led
Housing survey on behalf of the Council.
05.21 TO RECEIVE AN UPDATE FROM THE CLERK
The clerk circulated relevant electronic email over the last 2 months. The clerk reported that the
transfer of data to the new website had now been completed, and was currently familiarizing
herself with the new software. All councillors were encourage to try the new website, with content
to be discussed at the March meeting.
06.21 PLANNING APPLICATIONS & DECISIONS
140885 – Willingham Rd – 3 Dwellings – still open at time of meeting.
141746 – Vine Cottage – Granted.
141835 – Causeway – Granted.
142089 – Peacefield, 3 Rasen Rd – Outline Planning 1 x dwelling
141911 – Jesmond Cottage – 14 Rasen Rd, change of use.
07.21 i) TO REVIEW ESTIMATED PRECEPT FOR 2021/22 & SET PROPER.
The proposed budget and estimated precept for 2021/22 of £13000 was agreed and
proposed by Cllr Goodall, seconded by Cllr Shilling.
ii) TO AUTHORISE THE SIGNING OF ORDERS FOR PAYMENT AND TO NOTE INCOME FOR
NOVEMBER AND DECEMBER 2020 .
It was proposed, seconded and Resolved: That orders for payment made to the sum of £1656.08,
with income of £47.50 being monument erection.
The chairman reported that he had visited the bank, and registered the accounts for on line
banking.
08.21 TO DISCUSS MAINTENANCE FOR CEMETERY AND CHURCHYARD, INCLUDING TREE MAINTENANCE.
Deferred until March 2021.
09.21 TO RECEIVE UPDATE ON THE TEMPORARY CLOSURE OF PLAY AREA.
Cllr. Adams reported that repairs have been ongoing, with the swings now open. Further repair
work on ramps and the ship bridge will continue into the new year. Discussions were held regarding
the overall cost of the zip wire repairs, and it was proposed that; resistance testing be undertaken,
to assure the integrity of the structure, which if sound would be further repaired to a budget not
exceeding £2000. Proposed Cllr. Mercer, Seconded Cllr. Noon.
