Notes of the Meeting of Monday 1st March 2021
Held online 7.30pm
Due to the COVID-19 pandemic, Government restrictions on travel, public meetings & social
distancing placed on all residents of the UK, all Parish Council meetings will be held online, as
granted in new legislation, valid until May 2021.
Present: Cllr Spivey - Chair, Cllr Shilling – Vice-Chair, Cllr Adams, Cllr Bevan, Cllr Mercer, Cllr Goodall, Cllr
Noon, Clerk & RFO.
10.21 APOLOGIES FOR ABSENCE – None.
11.21 TO RECEIVE COUNCILLORS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM
ACT 2011 – non received.
12.21 TO APPROVE AS A CORRECT RECORD THE NOTES OF THE MEETING OF THE COUNCIL HELD ON 4th
January 2021.
It was proposed seconded and Resolved: That the notes of the meeting be approved as a correct
record and signed by the Chairman.
13.21 CHAIRMAN AND COUNCILLOR COMMENTS/UPDATES ON ANY MATTERS OUTSTANDING FROM
THE LAST MEETING AND RESOLVE AS NECESSARY.
Cllr. Spivey reported that correspondence and enquiries had been received in relation to the
reopening of a disused footpath. Many ideas have been proposed but in the first instance it would
require identification of the land ownership, and permission for the path to be reinstated. Cllr.
Spivey proposed that he would contact Sutton Estates to make enquiries. Seconded Cllr. Shilling.
Cllr. Bevan discussed the large visitor numbers to the village during the latest period of lockdown,
which has created more litter and dog fouling around the village, along with increased parking at
the village hall car park. He proposed more signage for visitors to encourage the removal of items.
It was proposed and seconded to source signage for this purpose. Cllr. Spivey and Cllr. Bevan.
14.21 TO RECEIVE AN UPDATE FROM THE CLERK
The clerk circulated relevant electronic email over the last 2 months. The clerk reported that the
new website was still under construction, and would hold statutory documents only.
The clerk discussed the updating of a current policy, circulated prior to the meeting, which would
require items for purchase, to support it. It was discussed and proposed to be guided by local and
district councils as required.
15.21 PLANNING APPLICATIONS & DECISIONS
141911 – Jesmond Cottage – 14 Rasen Rd, change of use – granted
142412 – Folly View, Rasen Rd – path laying.
16.21 TO RECEIVE UPDATE ON BANKING AND TO AUTHORISE THE SIGNING OF ORDERS FOR PAYMENT
AND TO NOTE INCOME FOR JANUARY AND FEBRUARY 2021
The chairman reported that he had registered the accounts for on line banking. The Financial
regulation were updated to reflect this.
It was proposed, seconded and Resolved: That orders for payment made to the sum of £1249.40,
with income received of £615.00 being a burial. Bank statements were distributed to the C & VC.
17.21 TO DISCUSS MAINTENANCE FOR CEMETERY AND CHURCHYARD, INCLUDING TREE MAINTENANCE.
Mapping software has been utilized to identify each area of responsibility for the PCC and PC at the
cemetery and the closed church yard. This information along with a proposed maintenance regime
and tree survey costs are to be forwarded to the Rev’d. Chris Hewitt.

18.21 i)TO RECEIVE UPDATE ON PLAY AREA REPAIRS & ii) TO DISCUSS VILLAGE GREEN LANDSCAPING.
i) Cllr. Adams reported that repairs have been ongoing, and the play area is now mainly open. A
replacement swing is required and will be purchased through the Village Green fund. Resistance
testing has been completed for all timbers, which confirmed that the zip can now be repaired. Cllr
Spivey thanked Cllr. Adams and all volunteers for their hard work.
ii) A proposal has been received in relation to improvement and changes to the landscape of the
Village Green, proposing a wildflower meadow, planting local woodland plants, wildlife boxes.
Funding streams have been identified, and it was proposed that an application be made in the
name of the Parish Council. Any matched funding required would be made available from the
Village Green Fund, monies raised by volunteers for the maintenance of the area.
