Notes of the Meeting of Monday 6th July 2021
At Tealby Village Hall 7.30pm
Present: Cllr Spivey, Cllr Shilling, Cllr, Adams, Cllr Bevan, Cllr Mercer, Cllr. Bunney (LCC), J. Grainger,Clerk & RFO.
34.21 APOLOGIES FOR ABSENCE

35.21 TO RECEIVE COUNCILLORS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE
LOCALISM ACT 2011
None received.
36.21 TO APPROVE THE NOTES OF THE MEETING OF THE COUNCIL HELD ON 5th MAY 2021, AND
ADOPT AS MINUTES.
It was proposed, seconded and Resolved: That the notes of the meeting be approved as a
correct record and signed by the Chairman.
37.21 CHAIRMAN AND COUNCILLOR COMMENTS/UPDATES ON ANY MATTERS OUTSTANDING
FROM THE LAST MEETING AND RESOLVE AS NECESSARY.
Cllr. Adams reported the potholes on Caistor Lane, which had been reported online. Cllr.
Bunney (LCC) offered support with this.
Cllr. Spivey (Ch) reported that he had been contacted by a resident regarding the speeding
on Rasen Road, after a pet had been killed. The viability and cost of an additional speed
monitor was discussed, with the resident interested in raising funds towards this. Further
discussions proposed additional signage within the 30 MPH area of the village, with advice
to be sought from Lincolnshire Road Safety Partnership regarding this. It was proposed and
seconded that the clerk write to the LRSP, proposed Cllr. Spivey, Seconded Cllr. Adams.
Following correspondence received from WLDC regarding a community defibrillator service
membership scheme Cllr. Goodall forwarded a report in his absence, that compared ongoing
maintenance costs, versus the scheme. After discussions it was proposed and seconded that
should the inspection and membership start from the date of joining then it was deemed to
be a cost-effective maintenance solution going forward. Proposed Cllr. Shilling, seconded
Cllr. Bevan.
Cllr. Spivey reported that funds raised by volunteers of the Village Green Committee were
currently banked with the Village Hall treasurer and due to be transferred. These funds have
been donated to the Parish Council, for the upkeep of the Village Green, to include the
meadow and wildlife project. The group are currently preparing for the autumn planting of
these area’s, and will require seeds and bulbs for this. It was proposed that any expenditure
be reported to the Chair and Vice-chair, with receipts, with expenditure reimbursed from
this fund, up to the value of £250.00. Proposed Cllr. Bevan, seconded Cllr. Adams. Resolved
that expenditure for the new meadow and wildlife project be reimbursed to volunteer
members, not exceeding a total of £250.00.
38.21 TO RECEIVE AN UPDATE FROM THE CLERK
The clerk reported that she had failed to note that the AGAR deadline was the 30th June, due
to extenuating circumstance, for which she apologized for. The auditor had been contacted
with an extension given until the 9th July 2021. The clerk did not feel that further training
was required to enable her to carry out this task, which is normally undertaken at the
appropriate time each year. More due care and diligence would be a priority in 2022.
39.21 i) FINANCE – ANNUAL RETURN FOR YEAR ENDED 31ST MARCH 2021.
a) Execute Annual Governance Statement - Was duly Executed, with explanation for
lateness of accounts preparations.
b) To approve the statement of accounts – Was duly Executed and signed, with
explanation for variances.

ii) TO AUTHORISE THE SIGNING OF ORDERS FOR PAYMENT AND TO NOTE INCOME FOR
MAY & JUNE 2021.
It was proposed, seconded and Resolved: That orders for payment made to the sum of
£2572.09 for May & June 2021. income is £0.10 being interest.

Central Lincolnshire Planning Policy review – draft local plan consultation underway –
councillors to view online and feed back any comments for submission before 24/8/21. Cllr.
Bunney offered to make enquiries regarding to enquiries still outstanding since May 2021.
41.21 UPDATE REGARDING CEMETERY & MEMORIAL GARDENS MAINTENANCE
Cllrs Spivey & Shilling, along with the clerk attended a meeting with Rev’d Hewitt, to discuss
the maintenance responsibilities.
An agreement was reached, whereupon the Parish Council would continue to provide grass
cutting for the area, with a contribution paid to the parish council from the church, for their
area of the cemetery. This was agreed to being from October 2021, with little grass cutting
expenditure due after this time, until the spring of 2022. The meeting also established that
the trees in the cemetery, backing on to Caistor Lane are the responsibility of the church.
The footpath remains the parish council responsibility, with hedge cutting to be agreed
between both. Additional signage is to be purchased, to help identify areas of responsibility
for enquiry purposes. The fees for the cemetery were also discussed, with a review to take
place at the March 2022 meeting. It was proposed to write to Rev’d Hewitt, with this
agreement, for parish council records.
42.21 TO CONSIDER NEW AND UPDATE POLICIES
Discussions were held regarding protocol, as advised by Democratic and Civic Office WLDC.
The clerk awaited further information to update the policy accordingly.
