Notes of the Meeting of Monday 1st November 2021
At Tealby Village Hall 7.30pm
Present:, Cllr Shilling, Cllr, Adams, Cllr Bevan, Cllr Mercer, Cllr Noon, J. Grainger, Clerk & RFO.
A period of public discussion took place before the start of the meeting, with a resident expressing concern
regarding the lack of pathway Springfields to Walesby Lane, with speeding vehicles very close to pedestrians.
Cllr. Shilling discussed previous speed reduction efforts, with more signage due to be positioned around the
village in the next month. Speed monitoring was discussed, with the offer of volunteering to undertake this.
Additionally, the Rasen Wolds Speed Partnership, advertised recently, which is a campaign affecting parishes
along the A631 may have potential for extension to other Wolds villages. Enquiries will need to be made.
52.21 APOLOGIES FOR ABSENCE
Cllr Spivey, Cllr Goodall, Cllr. Bunney (LCC), with reasons accepted.
53.21 TO RECEIVE COUNCILLORS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM
ACT 2011
None received.
54.21 TO APPROVE THE NOTES OF THE MEETING OF THE COUNCIL HELD ON 6th SEPTEMBER 2021, AND
ADOPT AS MINUTES.
It was proposed, seconded and Resolved: That the notes of the meeting be approved as a correct
record and signed by the Chairman.
55.21 CHAIRMAN AND COUNCILLOR COMMENTS/UPDATES ON ANY MATTERS OUTSTANDING FROM THE
LAST MEETING AND RESOLVE AS NECESSARY.
Cllr. Adams discussed the concerns expressed by residents following the National Cycle
Championship. Discussions covered the lack of advertising, restrictions and resident disruption. The
Parish Council have not been approached regarding next year’s event, but did discuss the boost to
the local businesses, on the day.
The clerk reported that another 2 quotations were required for tree maintenance.
The clerk reported that The Rev’d Hewitt would present the maintenance proposal to the next
meeting in November, therefore would report back for the January meeting.
Cllr. Mercer and Adams discussed the play equipment repairs, with quotations required for repairs,
new equipment and service agreements, to be reported back at the January meeting.
The clerk reported that some funds had been received from the Village Hall, monies which volunteers
have raised for maintenance and repairs for the play equipment. The clerk was asked to write
requestion the remainder of the funds, to enable financial planning for the forthcoming repairs to
the play equipment.

142675 – Hamilton Hill – Caravan Park – change of use granted
Sunnyside Farm – reported for signage – awaiting landowner to respond to retrospective permission.
Field – Rasen Rd, Caravan’s – WLDC Enforcement making enquiries
57.21 FINANCE
a) To review spending 21/22 & set budget & precept estimate 22/23
General discussion took place regarding the expenditure in the current financial year. Due to the
backlog of work following the pandemic not all maintenance work has been completed. All planned
work is expected to be undertaken 22/23, with any remaining budget in these area’s to be
earmarked for the purpose they were accounted for 21/22. With this in mind a proposed budget
and estimated precept for 2022/23 of £15000 was proposed by Cllr Shilling, seconded by Cllr Noon.
This would be further considered at the January 2021 meeting, before the actual precept request
be submitted, following receipt of the quotations for identified work have been received.
57.21 FINANCE
b) To authorize the signing of orders for payment and note income for September & October 2021.
It was proposed, seconded and Resolved: That orders for payment made to the sum of £2331.18,
with income of £1270.13 being interest & cemetery fees.
58.21 TO SET DATES FOR MEETINGS 2022
Discussions regarding further covid restrictions and the possibility of reintroducing online meetings,
should the need arise. Dates are; 10th January 2022, 7th March 2022, 9th May 2022, 4th July 2022, 5th
September 2022, 7th November 2022.
