Notes of the Meeting of Monday 6th September 2021
At Tealby Village Hall 7.30pm
Present: Cllr Spivey, Cllr Shilling, Cllr, Adams, Cllr Bevan, Cllr Mercer, Cllr Goodall, Cllr Noon J. Grainger,Clerk & RFO.
43.21 APOLOGIES FOR ABSENCE
Cllr. Bunney (LCC), with reasons accepted.
44.21 TO RECEIVE COUNCILLORS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM
ACT 2011
None received.
45.21 TO APPROVE THE NOTES OF THE MEETING OF THE COUNCIL HELD ON 6th JULY 2021, AND ADOPT
AS MINUTES.
It was proposed, seconded and Resolved: That the notes of the meeting be approved as a correct
record and signed by the Chairman.
46.21 CHAIRMAN AND COUNCILLOR COMMENTS/UPDATES ON ANY MATTERS OUTSTANDING FROM THE
LAST MEETING AND RESOLVE AS NECESSARY.
Cllr. Adams discussed the upcoming National Cycle Championship, which will take place 14/10/21.
Discussions covered the advertising, road closures, spectator traffic, car parking and business
disruption. The event is due to be advertised by mailshot to each resident by the organisers. The
base of the race will be in Market Rasen, approximately 160 cyclists are expected. The organisers are
due to hold a zoom meeting with the school, to discuss drop off and collection traffic. The clerk was
tasked with keeping the councillors up to date with all further information, advertising where
possible, to contact business owners and advertise road closures as received.
Cllr. Spivey reported that funds raised by volunteers of the Village Green Committee banked with the
Village Hall has been transferred in part. It was proposed that the Parish Council write to the Village
Hall treasurer for the transfer of the remaining funds. Proposed Cllr. Shilling, seconded Cllr. Noon.
Cllr. Spivey commented on the refurbishment of the Village Hall, which looks excellent, and extends
thanks to all concerned in the work undertaken.
Cllr. Spivey asked the clerk to find more information on the Community Infrastructure Levy, from
WLDC.
47.21 TO RECEIVE AN UPDATE ON THE CEMETERY AND THE MEMORIAL GARDEN
The clerk received an email from The Rev’d Hewitt, who is still waiting for a meeting with PCC to
forward the recommendations for maintenance solutions. A Tree that requires removal has also
been identified in the closed church yard. A quotation to attend to this is needed for the next
meeting.
48.21 TO DISCUSS VILLAGE GREEN AND PLAY AREA.
The recent play area inspection was undertaken, which highlighted areas for repairs and
maintenance. The zipwire has been closed until further notice, to undertake maintenance work.
Discussion relating to quotations for repairs currently needed took place, with the clerk tasked to
contact play equipment repair companies, in readiness for budget setting 2021/22, in November. A
bench has been highlighted as requiring removal, which will be done as soon as possible.
Trees around the field are hindering the grass cutting contractor, along with tree’s outside of the
play area, roadside, which also need pruning. The clerk was tasked with obtaining quotations.
The grass cutting contractor also reported duplicate cutting on the playing field, which is alternated
with a contractor employed by the village hall. It was proposed to write to the village hall asking for
the details of their grass cutter, to avoid duplication.
49.21 PLANNING APPLICATIONS & DECISIONS
143407 – Agri store – Mill Farm, no objections
143473 – Jim’s Yard – no objections
142675 – Hamilton Hill – Caravan Park – currently waiting for highways response before being
submitted for planning committee consideration – which may be 6/10/21.
Councillors also requested further updates regarding permanent caravan usage near Thorpe Lane
Rasen Rd, and Signage at Sunnyside Farm – already reported but no response from WLDC.
50.21 FINANCE –TO AUTHORISE THE SIGNING OF ORDERS FOR PAYMENT AND TO NOTE INCOME FOR
JULY & AUGUST 2021.
It was proposed, seconded and Resolved: That orders for payment made to the sum of £3169.23,
with income of £3549.07 being interest, funds transferred, which were held by the Village Hall for
Village Green, Grant for Village Green Project.
