Notes of the Meeting of Monday 4th July 2022

33.22 APOLOGIES FOR ABSENCE
Cllr Shilling, Cllr Bevan, Cllr Noon, Cllr. Bunney (LCC), with reasons accepted.
34.22 TO RECEIVE DECLARATION OF ACCEPTANCE OF OFFICE OF VICE-CHAIRMAN OF TEALBY PARISH COUNCIL.
The declaration accepted and signed.
35.22 TO RECEIVE COUNCILLORS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011

36.22 TO APPROVE THE NOTES OF THE MEETING OF THE COUNCIL HELD ON 9th MAY 2022, AND ADOPT AS MINUTES.
It was proposed, seconded and Resolved: That the notes of the meeting be approved as a correct record and signed by the Chairman.
37.22 CHAIRMAN AND COUNCILLOR COMMENTS/UPDATES ON ANY MATTERS OUTSTANDING FROM THE LAST MEETING AND RESOLVE AS NECESSARY.
Cllr. Spivey discussed complaints received regarding the current state of the roads in the village. After discussions it was proposed to ask Cllr. Bunney for a site meeting with LCC to discuss the issues. Residents expressed disappointment in the lack of Jubilee festivities around the village, with Cllr. Spivey explaining the proceeds were initially to be undertaken by the Village Hall / WI, which did not materialise. The Councillors discussed the possibility of providing Jubilee memorabilia, with the clerk tasked to look into this. Cllr. Adams reported that he had identified name plates which required attention, which he would report. Cllr. Bunney submitted an update for the council in his absence, which was much appreciated.
38.22 CLERKS UPDATES ON ANY MATTERS OUTSTANDING FROM THE LAST MEETING AND RESOLVE AS NECESSARY.
The clerk reported that no feedback had been received in regard to correspondence sent to the Village Hall in relation to the funding raised by the Village Green Group, although a £1000 donation had been received via the VH from the group 6th May 2022. The clerk reported that she would write to acknowledge receipt of the funds, with a reminder that any further donation raised by the group, be sent via the Village Green Group themselves, and would consult the Internal Auditor and LALC on the matter.
39.22 FINANCE
a) Annual Governance Statement Amendment – it was brought to the clerk’s attention that the wrong value had been put into the income box, which was reported to the auditor, who advised to change the amount and have it signed at the next meeting – it was proposed and seconded to correct the income amount. This was signed by the Chairman – Cllr. Spivey, seconded Cllr. Adams and RFO. To be forwarded to the auditor and updated online.
b) TO AUTHORISE THE SIGNING OF ORDERS FOR PAYMENT AND TO NOTE INCOME FOR JUNE 2022 - It was proposed, seconded and Resolved: That orders for payment made to the sum of £3042.57 for June 2022. income is £1124.37 being £1000 Tealby Village Hall (funding from the Village Green Group) £124.24 PCC Maintenance contribution, £0.13 interest for this period.

41.22 TO RECEIVE UPDATE ON PLAY AREA
Cllrs. discussed the play area and zip wire.
Ground levels under play equipment, fencing, “playshop” removal, bark top up, weeding, bench removal/repairs, zip wire dismantling & sale, swing replacement, swing removal, pirate ship repairs, gate latch and new gate – were all items identified for action, with some quotations already in, and more required. In the interim the areas would be made safe.
42.22 TO RECEIVE UPDATE ON TREE MAINTENANCE
Currently awaiting TPO authority and the end of the nesting season before work can commence.
43.22 TO RECEIVE UPDATE REGARDING FUNDS RAISED FROM THE VILLAGE GREEN GROUP
Letters were sent following the May meeting, but no response has been received. A donation of £1000 has been received, 6th May 2022, paid from the Village Hall, which is understood to be from the Village Green Group. Deferred until September meeting.
44.22 TO DISCUSS COMMUNITY SPEED WATCH EQUIPMENT FOR TEALBY PARISH COUNCIL
A volunteer from the village has successfully registered for the scheme, with additional volunteers organized, to participate and undertake the necessary training to carry out speed watch events for the village. It was initially thought that equipment may be available periodically to undertake these events but the flexibility of having our own equipment will give more options for organizing more dates. It was proposed and seconded to provide funding for equipment, which will help address regular speeding within the village. Proposed Cllr. Spivey, seconded Cllr. Adams, resolved.
45.22 TO MOVE IN TO CLOSED SESSION TO DISCUSS STAFFING MATTERS AND COUNCILLOR VACANCY
One application for clerk & RFO was received and interviewed without success. The post would be left open, and additionally advertised on Linkedin and the Jobsite. An application has been received in relation to the post of Councillor – which after discussion was proposed and seconded that John Brown be appointed Councillor for Tealby Parish Council.
