Tealby Parish Council
Notes of the Meeting of Monday 6th March 2023
Held in the village Hall at 7:20pm
Present: Cllr Spivey, Cllr Shilling, Cllr Adams, Cllr Brown, Cllr Moon, Cllr Mercer.
Cllr Spivey opened the meeting at 7.30pm. 1 member of the public were present.
13.23 APOLOGIES FOR ABSENCE
Cllr Bevan, Cllr Bunney. All reasons accepted.
14.23 TO RECEIVE COUNCILLORS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH
THE LOCALISM ACT 2011
None were received at this time
15.23 TO APPROVE AS A CORRECT RECORD THE NOTES OF THE MEETING OF THE
COUNCIL HELD ON 9th January 2023
It was proposed seconded and Resolved: That the notes of the meeting held on the
9th January 2023 be approved as a correct record and signed by the Chairman.
16.23 CHAIRMAN AND COUNCILLOR COMMENTS/UPDATES ON ANY MATTERS
OUTSTANDING FROM THE LAST MEETING AND RESOLVE AS NECESSARY.
Cllr Adams raised the issue of the proposed This is Tealby poster from WLDC, had it
been issued. Three was no update available and it was thought that it was still in
draft format waiting further photographs for use on the poster.
17.23 TO RECEIVE AND UPDATE FROM COUNTY OR DISTRICT COUNCILLOR
In Cllr Bunney’s absence, Cllr Spivey reported an update provided by Cllr Bunny
that outlined details of funding being made available for hi ways projects, in
cluding footpath improvements. The District had received a higher than usual allo
cation from central Government and was seeking local projects for consideration
from parishes.
Cllr Bunney advised the Parish that the issue of the use of the ford in Tealby Thorpe
was not a major issue using their usual Highways Authority criteria and so no
change in position was expected in the near future.
18.23 TO RECEIVE CLERKS UPDATE
Due to the recent resignation of the Clerk and RFO there was no report available to
the Council
19.23 TO RECEIVE REPORT FROM COMMUNITY SPEED WATCH GROUP
Chris Constable provided an update to the Council on recent surveys undertaken
during January and February 2023. The Group had been carrying out numerous
surveys sessions at the approved location within the village at unannounced times.
Results were mixed with 3 surveys periods resulting in low percentage numbers of
drivers meeting the ‘speeding’ threshold and 2 survey periods with a high per
centage of drivers meeting the threshold.
Mr Constable thank those villagers who had stopped to thank the volunteers for
their time and efforts to undertake this survey work and help in reducing this antisocial
behaviour in the village.
The Community Speed Watch group in Tealby has 8 training volunteers with 2
awaiting training. However, more volunteers would be welcomed as this would al
low more survey periods to be undertaken and reduce the time requirements of all
volunteers.
The group was to undertake an analysis of results at the end of March, a period
covering 6 months, to determine any apparent trends and then again after a full 12
months. This data may be used to support an introduction of speed limits when en
tering the village from Marken Rasen.
The Council agreed to encourage the use of wheelie bin mounted ’30 mph’ stick-on
signs. Action Cllr Spivey
Cllr Brown agreed that the school could host awareness sessions led by the Road
Safety Partnership to expand upon activities already undertaken by the school that
makes all aware of the dangers. Action Cllr Brown
20.23 PLANNING APPLICATIONS AND DECISIONS
In the absence of the clerk, Cllr Spivey agreed to screen the Council emails for notifications
from the local planning authority, but asked all councillors to undertake
their own ad hoc checks for the Parish. Action All
General discussion regarding past planning applications and the need to advise local
residents of what may be considered inappropriate development within the village.
cllr Spivey was to draft a letter relating to a newly installed door that may be
considered inappropriate for location. Action Cllr Spivey
21.23 FINANCE
Cllr Spivey gave verbal update on the amounts held by the Parish in their various
accounts. Income from burials had been received from the Church Commissioners
towards the maintenance of the cemetery.
List of payments to be made were advised and approved for payment.
22.23 PLAY AREA REPAIRS
The council was updated by Cllr Spivey of a meeting Play Days [the original in
stallers of the equipment] to identify options with regard the current playground
equipment, including repairs to existing and their removal and replacement with
new. It was agreed by councillors that the existing equipment was beyond reason
able repair, it being some 10 - 15 years old.
It was agreed that consideration should be given to the removal of all the existing
equipment and the fenced area be converted to natural grass with new ‘toddler
age’ suitable equipment installed with table/benches available for supervising
adults. Cllr Mercer agreed to arrange the removal of the existing equipment.

The Council was to give consideration to a grant application towards the capital
cost of the provision of new playground equipment. Action All
23.23 KING’S CORONATION FESTIVITIES
The Council had been approached to support local festivities to celebrate the
coronation of King Charles III. The Tealby Events Team were proposing an event at
the village hall and green on 7th May from 12 noon to include the provision of food
and live music to encourage villager participation. Financial contribution was
sought towards the cost. It was proposed by Cllr Adams and seconded by Cllr Brown
that the Council support, up to a maximum value of £500 upon the production of
receipts, towards the cost of the events.
24.23 COUNCIL ELECTION 5th May 2023
Councillors were advised of the need to submit nomination papers to West Lindsey
District Council between 13 March - 4th April. Cllr Spivey agreed to deliver the pa
pers to the council offices, as required, by hand during this period.
25.23 Dates of 2023 Meetings
Date of next meeting was agreed as 22nd May at 7pm, including the Annual Pub lic
Meeting with the Parish meeting starting at 7.30pm.
CLOSED SESSION TO DISCUSS STAFFING MATTERS
Cllr Spivey advised the Council that the Clerk/RFO had submitted her resignation.
The chairman and Vice-chairman had undertaken an interview with one potential
replacement with a second to be conducted in the near future when the candidate
had recovered for a recent illness. Other Councillors were invited to attend if
available. Consideration was given to the option of employing a Clerk/RFO on a
temporary basis but this would increase the cost and provide the minimum of ser
vice. A permanent replacement was the agreed solution.
