Notes of the Meeting of Monday 10th January 2022 at Tealby Village Hall 7.30pm

Present:, Cllr Spivey ,Cllr Bevan, Cllr Mercer, Cllr Noon, J. Grainger, Clerk & RFO.

01.22     APOLOGIES FOR ABSENCE

Cllr Shilling, Cllr, Adams, Cllr Goodall, Cllr. Bunney (LCC), with reasons accepted.

02.22     TO RECEIVE COUNCILLORS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011

None received.

03.22  TO APPROVE THE NOTES OF THE MEETING OF THE COUNCIL HELD ON 1st November 2021, AND ADOPT AS MINUTES.

It was proposed, seconded and Resolved: That the notes of the meeting be approved as a correct record and signed by the Chairman.

04.22  CHAIRMAN AND COUNCILLOR COMMENTS/UPDATES ON ANY MATTERS OUTSTANDING FROM THE LAST MEETING AND RESOLVE AS NECESSARY.

Cllr. Spivey updated the meeting on notes received from Cllr. Adams (absent).

An additional dog waste bin was discussed, following residents request. It was proposed and seconded to source an additional bin. Caistor Lane – sapling growing out towards the highway – this was discussed and identified as the responsibility of the Church. It was requested the clerk contact Rev’d Hewitt. Two name plates have been identified for renewal, which are to be reported via fix my street.

05.22  PLANNING APPLICATIONS & DECISIONS

144030 – No objection – Land to east of 2 Rasen Rd – Dwelling & Garage

143895 – No objection – Stone Cottage, Thorpe Lane - extension and alteration

143974 – No objection – 34 Rasen Rd - Stables

144069 – No objection – Clematis Cottage, 10 Front Street – replacement windows & doors

06.22  TO DISCUSS QUOTATION FOR MAINTENANCE WORK – PLAY EQUIPMENT

The Council received one quotation for work identified as necessary, from the last inspection report. Further quotations are required. Discussions took place regarding separating the ground work from the equipment repair quotation. It was proposed that separate quotations be sought. Signage was also discussed, which required quotations. A new cradle swing is to be purchased, to replace the missing one. Information regarding weight usage limits for the Zip wire is to be confirmed and this information advertised by signage on the equipment.

07.22  TO DISCUSS QUOTATIONS FOR TREE MAINTENANCE WORK

The Council received 3 quotations for work required. After discussions it was proposed to award the work, following confirmation of quotation cost, and the confirmation of contact to the Tree Preservation Officer WLDC.

08.22  TO DISCUSS QUEEN’S PLATINUM JUBILEE & GRANT OPPORTUNITY

The Councillors discussed the WLDC Platinum Jubilee and proposed a commemorative bench, to be placed outside the Village Hall. It was agreed and get quotations for a new bench, and apply for the WLDC Platinum Jubilee Grant.

09.22  FINANCE

a) set precept proper 22/23

Following receipt of the quotations for identified work it was proposed and seconded to set the precept at £15000. Proposed Cllr. Spivey Seconded, Cllr. Mercer, Resolved.

b) To authorize the signing of orders for payment and note income for January 2022.

It was proposed, seconded and Resolved: That orders for payment made to the sum of £430.67, with income of £0.28 being interest.

c) To discuss funds received from Village Green Group

Funds raised by volunteers, previously banked with the Village Hall have yet to be completed. Additional raised funds are also to be transferred directly into the Parish Council Accounts, these volunteers raised funds are to be utilized for the upkeep and maintenance of the Playing Field and wildlife area.
