TEALBY PARISH COUNCIL

Notes of the Meeting of Monday 7th September 2020

Held online 7.30pm

Due to the COVID-19 pandemic, Government restrictions on travel, public meetings & social distancing placed on all residents of the UK, the July 2020 meeting of the Parish Council have been held online, as granted in new legislation, valid until May 2021.

Present: Cllr Spivey, Cllr Shilling, Cllr Adams, Cllr Bevan, Cllr Mercer, Cllr Goodall,

Clerk & RFO.

43.20     APOLOGIES FOR ABSENCE – non received.

44.20     TO RECEIVE COUNCILLORS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 – non received.

45.20     TO APPROVE AS A CORRECT RECORD THE NOTES OF THE MEETING OF THE COUNCIL HELD ON 6th July 2020

It was proposed seconded and Resolved: That the notes of the meeting held on the 6th July 2020 be approved as a correct record and signed by the Chairman.

46.20     CHAIRMAN AND COUNCILLOR COMMENTS/UPDATES ON ANY MATTERS OUTSTANDING FROM THE LAST MEETING AND RESOLVE AS NECESSARY.

The Councillors discussed a proposed naming of a new development, r/o Cow Lane – Millfields Close. The Parish Council agreed unanimously to support this naming. All other updates covered in the agenda items.

47.20     TO RECEIVE AN UPDATE FROM THE CLERK

The clerk circulated various correspondence, including the Play Area inspection report, for 2020.

48.20    TO AUTHORISE THE SIGNING OF ORDERS FOR PAYMENT AND TO NOTE INCOME FOR JULY & AUGUST 2020 . It was proposed, seconded and Resolved: That orders for payment made to the sum of £1603.86,  income of £0.88 being interest. Discussion were also held regarding the progression of new cheque signatories. Since the nation lockdown occurred the bank have not progressed the application, which Cllr. Spivey will investigate.

50.20     TO DISCUSS MAINTENANCE FOR CEMETERY AND CHURCHYARD, INCLUDING TREE MAINTENANCE.

The clerk updated that the Rev’d Chris Hewitt has informed the PC that he would be attending a meeting on the 14th September, and would report back afterwards. The clerk discussed correspondence received in relation to an oak tree in the closed church yard, Caistor Lane, which is very large and growing towards the properties opposite. After contacting WLDC TPO Officer information regarding reduction has been received. The clerk is to meet a tree surgeon on site to discuss reduction options, and will report back to the next meeting. To continue discussions at the next meeting, following the update from Rev’d Hewitt.

51.20     TO DISCUSS POLICY FOR ADOPTION

The clerk circulated a Coronovirus Contingency Policy for discussion and adoption. In line with current guidelines in relation to social distancing it was proposed to adopt the policy and review it again in January 2021. Propose Cllr. Spivey, Seconded Cllr. Shilling.

52.20     UPDATE ON THE TEMPORARY CLOSURE OF PLAY AREA & RECOMMENDATIONS FOR REOPENING.

The clerk circulated that latest Rospa equipment inspection report , which was carried out 18th August 2020. Several medium risk jobs were identified, with quotations required for the repairs. Cllr. Mercer and Cllr. Adams proposed to co-ordinate this.

The reopening of the play area would not be possible until these repairs are complete. The chairman requested the clerk provide appropriate signage to relate this information.

Additionally, a risk assessment and new information boards are to be discussed in readiness for the next meeting, for a planned reopening, following completion of works.

53.20     TO DISCUSS CANDIDATE FOR COUNCILLOR VACANCY

One application was received for the current vacancy, and after discussion it was proposed and seconded that Richard Noon be appointed as Councillor. The Parish Council will welcome Richard at the next meeting.
