01:11/23    Declarations of Interest:
a)    To record declarations of interest by any member in respect of the agenda items listed below.  Members should identify the agenda item and type of interest being declared.

There were no declarations relevant to the business on the agenda.

02:11/23    Apologies:
To receive any apologies sent to the Clerk from Members not able to attend the meeting.
Apologies received from Cllr Spivey and the reason was accepted.

03:11/23    Adoption of Previous Minutes:
To adopt the minutes of the meeting held on Wednesday 6th September 2023.
RESOLVED: The minutes were adopted and signed by the Chair.

04:11/23    Open Forum:
Members of the public can ask questions or make short statements to the council. Open Forum shall not exceed 15 minutes unless directed by the Chair of the Council.
Two members of the Community Speed Watch Group attended to provide an update on their work over the past year. Notes that they provided are included as Appendix A to these minutes.

05:11/23    District/County Councillor Reports:
To receive updates from any attending District or County Councillor.
No councillor was available to attend the meeting but a written report was provided by County Councillor Stephen Bunney. This focused on recent flood issues and the need for a redesign of flood management on Papermill Lane. Until this is identified as a priority by Lincolnshire County Council (LCC) it will be necessary to regularly clear drainage gulleys.
LCC are encouraging all parish councils to adopt an Emergency Plan and councillors are invited to attend a meeting at Festival Hall on Wednesday 22nd November at 7pm, to learn more.

06:11/23    Finance:
a)    To receive a financial summary from the Clerk.
The Clerk presented a full set of accounts, to the end of October 2023. These showed that the total cash held on 31st October 2023 was £38,779 including any committed expenditure or expected income.

b)    To approve a Schedule of Payments for invoices received since the last meeting.
RESOLVED: All items in the table below were approved for payment.

c)    To discuss the budget proposal for 2024-25.
The Clerk presented a provisional budget report showing:
•    2022-23 Budget and Actuals
•    2023-24 Budget, Actuals to end of October 2023, Projected expenditure Nov to Mar 2024
•    2024-25 Provisional budget figures

The Clerk will present a final proposal to council for approval at the meeting in January 2024.

07:11/23    Planning:
a)    To consider any planning applications received since the last meeting.

Proposal:    Planning application for proposed orangery extension to existing bungalow

RESOLVED: Councillors objected to this application on the grounds will add to existing flooding issues for nearby residents.

b)    To review the “Planning Tracker” and agree any additions or deletions.    
Planning tracker reviewed. This shows the status of any undecided applications or appeals. No changes required.

08:11/23    Play Park Improvements:
    Councillor Mercer has worked with several residents to draw up a wish list of paly equipment for the village green. A formal quote will be requested for consideration at the meeting in January.

09:11/23    Tealby Thorpe Right of Way:
Correspondence received from Lincolnshire County Council (LCC), regarding a proposed change to the definitive map. This related to Tealby Public Footpath 132, between Sandy Lane and Thorpe Lane, which ends at Thorpe Mill.

Councillors discussed the proposed change but were unable to provide any information to LCC to support a change to the map to extend the footpath.

Appendix A

Tealby Community Speed Watch (so far):

•    is 1 year old
•    operates from 4 sites along Rasen Road
•    has 10 volunteers (but we need more to be more effective)
•    has completed 47 sessions (see the data sheet for more detail)
•    we believe that we have had a positive impact on many motorists BUT we have also identified that:

    the fastest speeds and most instances of speeding are at the transition from 60mph to 30mph near Thorpe Lane
    that commuter traffic (both morning and evening) is largely responsible
    that there are a stubborn minority of drivers who continually speed and despite warning letters and visits from the police will not modify their behaviour, some have become abusive
    that we will not stop speeding unless there is enforcement

Next steps:

•    target commuter traffic
•    seek support from the police
•    replace faded 30mph signs
•    mount a publicity campaign by getting 30mph stickers for rubbish bins (PC to purchase these)
•    raise awareness by publishing articles in the Tealby Talk, This is Tealby and having posters displayed in the shop, village hall and around the village
•    involve the school in an education programme
•    make representation to the Council to change the speed limit at the entrances to the village by creating a 40mph buffer
•    make representation to the Council/Police for a fixed speed camera
