TEALBY PARISH COUNCIL
Notes of the Meeting of Monday 13th May 2019
Held in the Village Hall at 7.20pm.
Present: Cllr. Spivey , Cllr. Shilling, Cllr. Goodall, Cllr. Adams, Mrs. J. Grainger (Clerk & RFO).
The meeting was opened at 7.20pm.
28.19 Apologies For Absence.
The meeting was advised that apologies had been received from Cllr. Wraith – reasons for absence were accepted.
29.19 Election Of Chiarman For The Ensuing Year 2019/20
Cllr. Shilling nominated Cllr. Spivey for the position of Chairman. No other nominations were received.
Seconded Cllr. Adams. Unanimous – resolved.
30.19 To Receive Declaration Of Acceptance Of Office Of Chairman Of Tealby Parish Council.
The declaration was duly signed and accepted.
31.19 Election Of Vice-Chairman For The Ensing Year 2019/20 & To Receive Declaration Of Acceptance Of Office Of Vice-Chairman Of Tealby Parish Council - Cllr. Spivey nominated Cllr. Shilling for the position of Vice -Chairman. No other nominations were received. Seconded Cllr. Goodall. Unanimous – resolved. Acceptance of office duly signed and accepted.
32.19 To Receive Declarations Of Interest Under The Localism Act 2011.
Non were received at this time.
33.19 To Approve As A Correct Record The Notes Of The Meeting Of The Council Held ON- 4th March 2019
It was proposed, seconded and Resolved: That the notes of the meeting held on 4th March 2019 be approved as a correct record and signed by the Chairman.
34.19 Chairman & Councillors Comments.
Cllr. Spivey reported that additional signatories were nearly finalised. Cllr. Goodall discussed the displaying of contact details for the defibrillators, which were essential as a lack of phone signal in the village poses problems. It was discussed and agreed that Councillors details would be displayed for contact purposes, for code access. Cllr. Adams updated the meeting on the progress of the Emergency Plan, with more details to be added, which includes identifying vulnerable residents within the village should an emergency situation arise.
Cllr. Shilling reported that he had completed a Risk Assessment to be utilised for the cemetery, in laying down any masonry that has become unsafe. Cllr. Shilling has also created a detailed headstone plan, which the clerk thanked him for. The clerk reported that she was currently making enquiries into a monument survey. Cllr. Spivey requested grass cutting dates for the village playing field, to enable the booking of additional cuts to be made by the village hall.
35.19 Co-Option Of Councillors.
Cllr Spivey reported that two residents had come forward and asked the clerk to contact them with further details to be presented at the next meeting.
36.19 Clerks Report.
The clerk reported that she had completed the year end accounts, submitted the VAT return, submitted the accounts for the internal audit, submitted the Best Kept Village entry, had been discussing the insurance regarding additional charges due to the zip wire. The clerk also reported that she would be circulating information for the protocol in the event of the death of a Monarch, which would need to be discussed and adopted for the July meeting.

To Authorise The Signing Of Orders For Payment And To Note Income For March & April 2019 .
It was proposed, seconded and Resolved: That orders for payment made to the sum of £3148.88 for March & April 2019, income is £11,100.00 being the precept was received in this period.

39.19 Correspondence.
All electronic mail circulated throughout the month, which included, LCC Highways Road Closure Notice, SAAFA VE Day 75 notification. electronic issue reporting protocol, LCC Traffic Regulation Orders protocol. A letter from a resident regarding a speed camera was received and replied to by the Chairman. LALC & Community Links electronic newsletters were also circulated.
40.19 Update On Speed Camera
LCC updated the clerk with a proposed date for moving the misplaced post for week commencing 13th May.
The clerk recently circulated information on several camera’s, with data information. After discussion regarding type and cost, including maintenance and warranty costs, Cllr. Spivey proposed the purchase a device.
Seconded Cllr. Shilling. Resolved that – a camera be purchased, clerk to organise.
