TEALBY PARISH COUNCIL
Notes of the Meeting of Monday 4th November 2019 Held in the village Hall at 7:20pm
Present: Cllr Spivey, Cllr Shilling, Cllr Goodall, Cllr, Adams, Cllr Bevan, Cllr Mercer
No members of the public attended the forum session that preceded the formal Council meeting.
62.19 Apologies For Absence

63.19 To Receive Councillors’ Declarations Of Interest In Accordance With The Localism Act 2011

64.19 To Approve As A Correct Record The Notes Of The Meeting Of The Council Held On 2nd September 2019
It was proposed seconded and Resolved: That the notes of the meeting held on the 2nd September 2019 be approved as a correct record and signed by the Chairman.
65.17 Chairman And Councillor Comments/Updates On Any Matters Outstanding From The Last Meeting And Resolve As Necessary.
i) Cllr Spivey confirmed that the speed indicted erected by the Council in September was still in operation. Anecdotally, it was felt that it had had positive effect upon those entering the village along Rasen Road. It was decided to keep the indicator in place until such time as its battery required changing, at which time it would be relocated to the mounting polo opposite the Church.
ii) Cllr Spivey advised the Council that he had visited resident in Caistor Lane regarding the condition of trees overhanging his property, from what was believed to be land for which the Council were responsible. Trees from the cemetery boundary and ‘rough’ area at the corner of the cemetery were considered to pose a risk of damage to the neighbouring property.
It was clarified that this length of boundary hedge should be maintained as part of the Councils vegetation maintenance contract. A length of 50m was identified from the corner of the cemetery access gate. This was to be clarified with the Councils contractor to ensure the work was completed in the future.
Saplings from the cemetery required clearing as they now touched overhead service cables. The resident was content to undertake the work at his cost, should the Council seek and receive the appropriate permissions for the removal of the offending trees and bushes. These were dead trees that required removal before they fell, damaging the neighbouring property or nearby grave headstones.
iii) Cllr Adams advised the Council that the defibrillator had been accessed and used at the Church the previous Sunday. There was a general discussion regarding its use and lessons to be learnt from the experience. It was decided that the access code should be provided, via a sealed envelope to local sites within the vicinity, such as the Church, Tea Shop, Village Shop, public houses, school and village hall to increase access at times of need.
Cllr Goodall was to amend the signage within the ‘phone box’ to reflect this change and was to retrieve the defibrillator from the Church and refurbish its used parts. Action RG
66.19 To Receive An Update Re: The Cemetery & Memorial Garden
Cllr Shilling advised the council that the Rev. Chris Hewitt intended to provide the Council with a proposal for future arrangements in time for consideration at the January meeting. There was general discussion with regard the future changes and responsibilities for the Council.
67.19 Planning Applications & Decisions
Willingham Road - 3 dwellings - no objections raised
5 Beck hill - notification of appeal - comments submitted
68.19 Finance:
a) To Review Spending 2019/20 & Set Budget & Precept Estimate 2020/21
General discussion regarding the spending of the current financial years budget. Potential significant spend as a result of the comments received from the Best Kept Village inspection, in particular;
i) Footbridge over stream on public footpath in Kingsway.To be inspected and reported by Cllr Shilling
ii) The Council recognised the list of repairs noted under the comments and recognised that they extended beyond that considered reasonable for ‘volunteers’. Cllr Spivey was to approach a potential ‘handy-man’ to complete the work following receipt of estimates for completion of the work.
Following consideration and discussion of the Councils expenditure during 2019/20 so far, and a proposed budget for 2021,it was proposed Cllr Bevan, seconded by Cllr Spivey that the budget estimate for 2020/21 was be set at £11,500 to reflect the amount of work required throughout the village and the Councils current commitments and liabilities.
b) To Authorise The Signing Of Orders For Payment And To Note Income For September & October 2019
The Council reviewed the schedule of payments dated 4th November 2019 and approved the listed items for payment.
The schedule of repairs deemed necessary for the play equipment were to be priced by a local contractor.Action SS
