TEALBY PARISH COUNCIL
Notes of the Meeting of Monday 2nd September 2019 Held in the village Hall at 7:20pm
Present: Cllr Spivey, Cllr Shilling, Cllr Goodall, Cllr, Adams, Cllr Bevan, Cllr Wraith, Cllr Mercer & Cllr Bunney [WLDC].
54.19 Apologies For Absence

55.19 To Receive Councillors’ Declarations Of Interest In Accordance With The Localism Act 2011
None were received at this time
56.19 To Approve As A Correct Record The Notes Of The Meeting Of The Council Held On 1st July 2019
It was proposed seconded and Resolved: That the notes of the meeting held on the 1st July 2019 be approved as a correct record and signed by the Chairman.
57.17 Chairman And Councillor Comments/Updates On Any Matters Outstanding From The Last Meeting And Resolve As Necessary.
Cllr Spivey welcomed the two new members of the council and Cllr Bunney to the meeting.
Cllr Mercer raised an issue of responsibility for a dead tree on the boundary between the cemetery and a residential property in Caistor Lane. the resident was seeking approval to remove the tree due to the risk of falling boughs onto his property.
Cllr Spivey was to contact the Tree Officer at WLDC to seek advice/permission due to the condition of the tree, and the risk posed.
Cllr Adams raised the progress with the change of use of the old telephone call box. Cllr Goodall advised the council that signage was complete and that he was in the process of fabricating shelving to display the books. Cllr Goodall was to correct the contact sheet for names of those trained in the use of the defibrillator.
Cllr Spivey had received a complaint from the resident of Blacksmith Cottage regarding the use of Caistor Lane and the damage caused by HGV to the road surface and their property boundary and fencing. Cllr Bunny advised that LCC should be contacted for assistance in reporting the issue of school bus activity and Cllr Strange for the condition of the road surface. Cllr Mercer volunteered to clean roadsigns obscured by dirt and vegetation growth.
Cllr Spivey advised the council that the vehicle speed display signs had been delivered and were to be erected. It was agreed to erect the sign on the pole at the west end of Rasen Road, mid-day Saturday 7th September; all welcome to assist.
58.19 To Receive An Update RE: The Cemetery & Memorial Garden
Cllr Spivey & Shilling advised the council that they had attended a meeting [accompanied by the Clerk] with the Rev. Chris Hewitt and Parish Verger. The Rev Hewitt was to submit proposals to the Clerk for consideration by the council with regard clear and reasonable description of each organisations responsibilities.
Discussions were had as to appropriate levels of fees and the cost of maintenance. Cllr advice the council that this was an opportunity to clarify and number of areas of responsibility that were currently opaque and should reduce the responsibilities currently accepted by the council. Discussions were to continue.
59.19 To Receive An Update On Neighbourhood Plan Designation Request Application And Reolve As Necessary
Cllr Spivey advised the council that the application had been submitted by the Clerk on behalf of the council. All agreed Cllr Bunnies comment that the plan would be beneficial to the village and parish as a whole. The plan would take between 1 -2 years to complete and would need a Chairperson to lead a team of committed individuals from the parish.
60.19 Planning Applications & Decisions
Sandy Lane - garage - no objections raised
Caistor Lane - retrospective - comments submitted
Cllr Bunney queried whether or not the council had commented on a proposal submitted by the Golf Course- granted - no objections
Cllr Mercer asked for clarification on an application in Caistor Lane at the site of the old reservoir. Cllr Spivey confirmed that it had been withdrawn by the applicant.
Cllr Spivey would ask the Clerk to check the position of the application relating to land at the rear of Cow Lane
61.19 Finance To Authorise The Signing Of Orders For Payment And To Note Income For July & August 2019
Schedule of proposed payments for July & August 2019 were approved for the sum of £5686.64.
Schedule of income for July & August 2019 was £115.99 was reported.
