TEALBY PARISH COUNCIL

Notes of the Meeting of Monday 1st July 2019 Held in the Village Hall at 7.20pm.

Present: Cllr. Spivey , Cllr. Shilling, Cllr. Goodall, Cllr. Adams, Mrs. J. Grainger (Clerk & RFO).

No members of the public were present. Meeting started at 7.30pm.

41.19 Apologies For Absence.

The meeting was advised that apologies had been received from Cllr. Strange -LCC, Cllr. Bunney – WLDC, reason’s for absence were accepted.

42.19 To Receive Councillors’ Declarations Of Interest In Accordance With The Localism Act 2011.

Non were received at this time

43.19 To Approve As A Correct Record The Notes Of The Meeting Of The Council Held On 13th May 2019.

It was proposed, seconded and Resolved: That the notes of the meeting held on 13th May 2019 be approved as a correct record and signed by the Chairman.

44.19 To Consider Candidates For Co-Option As Parish Councillors And Resolve As Necessary.

Two candidates were discussed and it was proposed and seconded that David Mercer and David Bevan both be co-opted onto the Parish Council. Resolved.

45.19 Chairman & Councillors Comments /Updates On Any Matters Outstanding From The Last Council Meeting And Resolve As Necessary.

Cllr. Spivey reported that additional signatories were almost finalised, but had not had a positive experience dealing with Lloyds. Cllr. Goodall discussed the phone box, which would now also be fitted with shelving to accommodate the books which were in the Community Shop. Signage is ongoing, for this purpose and the defibrillator contact details. Cllr. Wraith reported that he had been requested to make enquiries regarding speed camera awareness signs, once the speed indicator sign was installed. The clerk to make enquiries.

46.19 To Receive The Clerk’s Report On Any Matters Outstanding From The Last Council Meeting And Resolve As Necessary.

The clerk reported that she had ordered the speed indicator sign. The ICO would require a data controller fee to be paid £40. The clerk also reported that she is looking at software for online VAT returns, which come into force from October. The policy for the protocol in the event of a death of a Monarch was discussed and suggested that a draft be sent to all councillors before the next meeting.

47.19 To Receive An Update RE: The Cemetery

The councillors discussed the cemetery license agreement & wall of remembrance, which initiated lots of questions, thought best answered in a meeting with Revd Chris Hewitt. The clerk was asked to arrange a meeting.

Additionally, two masonry requests were discussed with one accepted and one declined.

48.19 To Consider Submitting Neighbourhood Plan Designation Request Application And Resolve As Necessary

The Parish Council discussed the current status of a neighbourhood plan, and recent group meeting. Cllr. Spivey proposed that the application be completed in order to explore funding opportunities, and support from WLDC, seconded Cllr. Shilling. Resolved.

49.49 Finance To Authorise The Signing Of Orders For Payment And To Note Income For May & June 2019 .

It was proposed, seconded and Resolved: That orders for payment made to the sum of £2437.03 for May & June 2019, income is £1089.40 being the reclaimed vat & interest.

51.19 To Consider Providing A Response For : Central Lincolnshire Local Plan Review - Issues And Options Consultation And Call For Sites. Closing Date 18th July 2019.

The Councillors discussed a response, and felt that they were not able to identify land, which should be reported back. Additionally, the clerk was asked to make reference in her response that Tealby sits within an AONB area, with protected, designated open spaces. Proposed Cllr. Spivey, seconded Cllr. Adams, resolved.

52.19 To Receive Clerks Update On Correspondence.

All electronic mail circulated throughout the month. The annual review from AONB was received and distributed, along with LALC monthly circulars. A letter from a resident was received regarding the current road works, which has been passed to Cllr. Strange – LCC, for advice.

53.19 To Consider Items For Next Meeting

Cemetery update.

Speed Indicator Sign review.

Applications for Grants to be considered.
